Parents
The Parent(s) of Ma'at depends largely upon which creation story one is reading as the Creator is generally considered to be Her Father. Some of the more popular myths contend that the Father of Ma'at is:

Ma'at is both a name of Netjer and a concept, similar to Heka.
A dynamic force installed within the design of Creation by the Creator to insure that all of the Created runs properly and within the scope of what He had set forth. Ma'at is both the measure by which a man or action is judged and the executioner, who delivers the punishment. Though Ma'at can be harsh and even cruel, Ma'at is the closest concept the ancients had to perfection as She was the quintessential harmony of divine order after which every King, nobleman and peasant should model himself. She represents the equilibrium which allows Creation to exist and as the ancient Egyptians were not dualistic in thought, Ma'at needed no counterpart for balance; She was balance.

It was largely believed that Ma'at, being the quintessential concept of divine order, came into being as the Creator fashioned the universe according to His desire. Ma'at being both a goddess and a concept is therefore given birth to when the Creator conceived of His creation and how His creation should be, act and react.

The Names of Netjer are not static divinities like their counterparts in other cultures (i.e., Goddess of Love, God of War, Goddess of Sex, etc).
